A Ukrainian civilian will lose temporary protection in the Republic of Latvia if, after it has been granted, the person has visited the Russian Federation or its occupied territories.

The travel ban entered into force on 2 January 2026, and information about visits to the Russian Federation will be established by checking border crossing stamps in the person’s travel documents, while information about visits to the occupied territories of Ukraine will be determined through an interview with the person, as the Office of Citizenship and Migration Affairs conducts checks when renewing residence permits or upon receiving relevant information from other institutions or individuals.

If you have a temporary protection granted in Latvia (a visa or temporary residence permit is issued or personal identity number is allocated) and you are going to depart from Latvia in order to return to Ukraine or go to any other country, you have to submit a submission to the Office of Citizenship and Migration Affairs regarding cancellation of the temporary protection status and visa or temporary residence permit.

The Submission can be filed by the following:

  • at any territorial unit of the Office of Citizenship and Migration Affairs without waiting in a queue (https://www.pmlp.gov.lv/lv/filiales)
  • at any of 138 State and municipal uniform customer service centres (VPVKAC);
  • if you are abroad of Latvia - at the diplomatic or consular representative office of the Republic of Latvia in a foreign state https://www.mfa.gov.lv/lv;
  • if you have an electronical signature granted in the Republic of Latvia, you may fill in the submission also electronically, and send the submission signed with a safe electronic signature to the Office of Citizenship and Migration Affairs to the electronic mail address pasts@pmlp.gov.lv.

In case if you minor children or persons being under your custody or guardianship depart together with you, submissions shall be filled for each of the persons.
