Inclusion of information in the Register of Natural Persons

The Register of Natural Persons works in Latvia since 28 June 2021.

The information on the following persons is included in the Register of Natural Persons:

  • citizens of Latvia;
  • non-citizens of Latvia;
  • foreigner, who have:
    • a residence permit in Latvia (or a residence permit is requested);
    • certificate of registration of the citizen of the European Union;
    • permanent residence permit of the citizen of the European Union;
    • legal relationship with Latvia, on the basis of which there are mutual rights and obligations in the field of immovable property, commercial activity, health, taxes, benefits and education (for example, the immovable property in Latvia, entrepreneurship in Latvia);
    • the need to receive a personal identity card of Latvia – foreigner’s electronic identity card (eID card);
    • the need to receive the state administration services electronically in Latvia, by using the electronic identification mean issued by the Member State of the European Union, country of the European Economic Area or Swiss Confederation.

When including the information about a person in the Register of Natural Person, a personal identity number is allocated for the person.

In order to include the data on the foreigner in the Register of Natural Persons, it is necessary:

  1. to fill in a questionnaire of the certain type;
  2. to present a personal identity document valid in Latvia.

Documents may be submitted:

  1. in presence at any customer service division of the Office of Citizenship and Migration Affairs;
  2. by sending e-mail to pasts@pmlp.gov.lv (if the questionnaire is signed with an electronic identification mean issued by the Member State of the European Union, State of the European Economic Area or Swiss Confederation).

Updating of information in the Register of Natural Persons

A person should inform the Office of Citizenship and Migration Affairs:

Documents may be submitted:

  1. by using the official electronic eAddress;
  2. with a safe electronic signature, sending to the electronic mail of  any territorial unit of the Office of Citizenship and Migration Affairs;
  3. by sending via mail to any  territorial unit of the Office of Citizenship and Migration Affairs.

Persons can request to rectify the error in the information of the Register of Natural Persons.

In case of rectification, a submission should be sent to the Office of Citizenship and Migration Affairs. The submission should be enclosed with the document with correct information.
