Acquisition of the status of a member of the Second World War and receipt of the memorial breast badge.

On 1 February 2018 the Law on the Status of the Second World Warcame into force. In accordance with the above-mentioned law, the status of a member of the Second World War is granted to the citizen of Latvia, corresponding with the following conditions:

1) he or she was the citizen of Latvia on 17 June 1940

 or

 had legally entered Latvia and was the habitual resident of Latvia on 17 June 1940

 or

could apply for the citizenship of Latvia on 17 June 1940;

2) during the time period from 17 June 1940 to 2 September 1945 participated in the battle against the military formations of USSR, Nazi Germany or its allies as part of the regular military units of other countries.

Section 3 of the Law on the Status of a  Member of the Second World War stipulates limitations for acquisition of the status of a member of the Second World War.

Documents necessary for acquisition of the status:

2) personal identification document (passport, personal identity card);

3) a document of the National Archive of Latvia, archive or state authorities of other countries regarding compliance with the status of a member of the Second World War (if any).

At the same time with submission regarding granting a status of the member of the Second World War, a person may submit also a submission on receipt of the certificate on the member of the Second World War and memorial breast badge.

Documents necessary for preparation of the certificate:

2) personal identification document (passport, personal identity card);

3) 1 photograph (35 x 45 mm).

Where can you submit the documents?

Currently it is possible to submit documents to the Office of Citizenship and Migration Affairs only remotely: 

  1. by sending via mail to the Office of Citizenship and Migration Affairs to the address: Čiekurkalna 1.līnija 1 k-3, Riga, LV-1026.
  2. with a safe electronic signature by sending to the e-mail pskn@pmlp.gov.lv, attaching a copy of the personal identification document.

The decision regarding granting the status or refusal to grant the status is adopted within a time period of four months from the day of receipt of the submission by the Office of Citizenship and Migration Affairs.

Preparation of a certificate of politically repressed person

Considering the general situation due to Covid-19, we recommend to send the submission regarding preparation of a certificate of a politically repressed person by attaching to it 1 photograph (35 x 45 mm), not older than three months, via mail to the closest territorial unit of the Office of Citizenship and Migration Affairs. The above-mentioned submission may be submitted also electronically, signed with a safe electronic signature, via e-mail to any territorial unit of the Office of Citizenship and Migration Affairs (a list of territorial divisions is availableon the website.

If a person has not been granted a status of a politically repressed person, in order to receive the certificate, at first the submission should be submitted regarding acquisition of a status of a politically repressed person and one of the documents referred to in Section 3, Paragraph two or Section 5, Paragraph two of the Law on Determination of the Status of a Politically Repressed Person for Victims of the Communist and Nazi Regimes, confirming the fact of repression.

Preparation of the certificate of a member of the national resistance movement

Persons, who wish to receive a certificate of a member of the national resistance movement, need to turn with a submission to their municipality

Starting as of 24 October 2009, the Office of Citizenship and Migration Affairs produces the certificates of new specimen for politically repressed persons and members of the national resistance movement, upon the presentation of which, the persons may receive the allowances determined by law at medical institutions, state and municipal institutions or public transportation.

The new certificates are ID-2 size (105x74mm) laminated cards, which include the following information from the Register of Natural Persons:

  • name (names) and surname of the holder of the certificate;
  • personal identity number of the holder of the certificate;
  • photograph of the holder of the certificate;
  • certificate number and date of issue;
  • issuing authority;
  • authority granting the status and decision number.

Politically repressed persons and members of the national resistance movement, who still have valid certificates issued during previous years  in the form of a plastic card with print from both sides, do not need to change these certificate.
