OCMA is issuing statements from the Register of Natural Persons (statement about the place of residence of a person, his/her marital status, passport details and other details included in the Register of Natural Persons).

A person may receive information from the Register of Natural Persons about himself/herself or a person the legal or authorised representative of whom he/she is.

Individuals and legal entities may receive information from the Register of Natural Persons about another person based on a reasoned application.

Information may be requested only remotely:

To receive information from the Register of Natural Persons, you must submit a request:

or an application made in free form, by indicating the following: 

  1. the name, surname and personal identification number of the person requesting the information, if there is no personal identification number assigned in Latvia – date and place of birth (for a legal person – name and registration number);
  2. the address of the declared or indicated place of residence (for a legal person – legal address);
  3. contact information (telephone number, e-mail address or indication that there is an active e-mail address) for communication, if necessary, for example, to inform about the payment procedure;
  4. the volume of the required information and the method of provision;
    • the justification for the need to receive the information (and, if any, a document confirming this);
    • the purpose of using the information, unless another procedure is prescribed by law;
    • data by which the person can be identified.

Documents required in case of requesting a statement: 

  • personal identification document (passport or eID card);
  • representative of a legal entity must also present a registration certificate of the legal entity and a public document certifying the representation rights of the applicant, if information about such representation rights is not included in the Register of Enterprises;
  • authorized person must present the original of the power of attorney (in case, if the principal is a natural person, the power of attorney must be certified by a notary);
  • legal representative must present a document certifying trusteeship or guardianship, if such information is not included in the Register of Natural Persons; 
  • when requesting a statement about another person, a document certifying obligations must be submitted;
  • owners of immovable property, when requesting information about persons registered at their property, must present a document certifying the ownership, if OCMA is unable to verify the information in the State Unified Computerised Land Register. 

OCMA issues information included in the Register of Natural Persons electronically, by mail or in person within the following deadlines:

  • a certificate about a person in electronic form, signed with a secure electronic signature (receipt to the official electronic e-mail address on the Latvija.gov.lv portal or an e-mail address if the person uses special encryption software) - within 3 working days;
  • a certificate about a person in paper form:
    • within 2 hours in person, for which the state fee rate has been increased. When requesting a certificate within 2 hours, the request must be submitted in person to the territorial department of OCMA where you wish to receive the certificate;
    • within 5 working days (in person or by registered mail);
  • if special data preparation methods are required for the preparation of the information - within 20 working days.

Information included in the register, prepared in writing, shall be issued on the basis of a written request.

Information included in the register, prepared on the basis of a written agreement, shall be issued by OCMA if:

  • the information is issued regularly;
  • the information is issued in large quantities;
  • special data preparation methods are used for the preparation of the information;
  • the information is issued using online data transmission.
  • the state fee is payable for the receipt of information from the Register of Natural Persons depending on the term of preparation of the statement and the manner of its issue (in paper form or electronically signed by a secure electronic signature) – Subparagraphs 2.3, 2.4 and 2.6 of the “Regulations regarding the state fee for the receipt of information from the Register of Natural Persons”. Paragraphs 3 and 4 of the above Regulations determine the groups of persons who are entitled to request relief or exemption from payment of the state fee;
  • if information from the Register of Natural Persons is requested from OCMA about yourself, your child under the age of 18, or a person under guardianship or trusteeship (for one person) you can pay the state fee using the e-service "Payment for Services provided by the Office of Citizenship and Migration Affairs";
  • if the person would like to receive the statement by mail, additional payment for sending and delivery should be made according to the pricelist of OCMA services for charge - "Pricelist of services provided by the Office of Citizenship and Migration Affairs for charge" + mailing costs. 

Pursuant to the Administrative Procedure Law, if the information required for the institution is not available to the parties in the administrative proceedings, but is available to another institution, the institution shall acquire such itself rather than request such from the parties in the administrative proceedings.

The person does not have to request a statement from OCMA to file the details with another governmental or local authority institution; the respective institution must request the details from OCMA itself.
