Documents shall be submitted to and received by a territorial division of the OCMA regardless of the declared place of residence.

You may apply for the issuance of a personal identification document by planning your visit at a particular time (without waiting in a queue) using the following options:

A person who resides abroad or stays there for a long time may apply for a personal identification document at the consular or diplomatic mission of the Republic of Latvia; contact information is available HERE.

E-service "Application for issuance of personal identification documents"

On the portal latvija.lv, the Office of Citizenship and Migration Affairs offers Latvian citizens and non-citizens the public e-service „Application for issuance of personal identification documents“. Using this service, a person can apply him or herself, or another person for the submission of documents for the issuance of a passport or identity card (eID card) by choosing the time of the visit, and paying a state fee for the issuance of the relevant personal identification document. At the same time, the person can choose the time for receiving the prepared passport or identity card.

When applying for the issuance of personal identification electronically:

  • the person applied for in the e-service arrives at the selected territorial division of the Office during the scheduled visit and submits documents for the issuance of personal identification documents (without waiting in line);
  • the service time is shorter, because the electronic processing of the application for the issuance of personal identification has already started and the payment of the state fee has been made.

In order for the e-service to be available, it is necessary to authenticate with an electronic signature, e-ID, or Internet banking authentication tool by clicking on the relevant icon, which appears in the form of a pop-up window, opening the „My workplace” section or when clicking on „Authenticate, to start the service“, as well as in the expanded view of the service description. Authentication with Internet banking is available for Swedbank, SEB Bank, Bank Citadele, Norvik Bank, Meridian Trade Bank, Luminor, PrivatBank, Rietumu Bank, ABLV Bank and BlueOrange Internet banking users.

  •  To use the e-service, read the terms of use of the e-service and confirm them by ticking the box "I have read the information provided" and click the button "Next".

  • The next step opens a form showing the result of the service, if the person has already applied for the issuance of a personal identification using the e-service. By clicking on the button "New application", the form "Application for the issuance of a personal identification document" opens.

  • Fill in the provided contact information and select the territorial division of the Office of Citizenship and Migration Affairs, the date and time when the documents for the issuance of a personal identification document will be submitted, and click on the "Continue" button. In the section "Filling in personal data", indicate the personal identification number, name and surname of the person who wishes to submit documents for the issuance of personal identification documents, and click on the "Continue" button. In the section „Exemptions for the state fee“, the appropriate state fee exemptions for a person or a case, if any, shall be selected. Choose which document the person wants to receive: passport, identity card or both, and indicate in how many working days from the day of presenting the documents in person the person wants to receive the personal identification document, and then click the "Continue" button.

  •  The information filled out by the person can be displayed. By clicking on the "Confirm application and make payment" button, the application is saved but not submitted to the Office of Citizenship and Migration Affairs. By clicking on the button "Make payments", the payment of the state fee for the issuance of a personal identification document can be made.

  • After completing the e-service, information about the service will be available in the section "E-services" with the e-service identification number assigned by the system. Problems, errors and deficiencies found in the e-service can be reported by filling in the error application form available at the bottom of the service form, clicking on the link "Additional options" and selecting the "Report an error" tab. Information about the progress of the application will be sent to the e-mail address specified in your error application 

The portal www.latvija.lv is maintained by the State Regional Development Agency. Report technical problems during the e-service request or problems with authentication to the Agency's E-service support service by e-mail to portals@vraa.gov.lv or using the links available in the service request forms to report the problem.

The service has been created and is provided in cooperation with the State Land Service, which ensures the provision of necessary address data from the State Registry of Addresses under its management.
