In cases where the Office of Citizenship and Migration Affairs (OCMA) does not have a legal basis to provide information on another person for communication purposes from the Register of Natural Persons, the OCMA may offer to use a fee service for sending a letter to the requested addressee. The service provides the possibility to communicate with the person to be searched (a relative, an old friend or acquaintance whose address is unknown) by forwarding a pre-prepared letter (a private letter, a greeting card, a pretrial warning, an invoice, etc.). The service interrogator may prepare an application with a request to transfer the prepared letter in advance.
As part of the service, the OCMA will send a letter drawn up by the applicant to the searchable person to his declared address of residence, registered in the Register of Natural Persons. The OCMA will inform the service applicant in writing of the sending of the letter and if the sent letter is returned from the post office as not received. Upon receipt of the applicant's letter or message, the person to be searched shall have the right to evaluate or refer to the request of the applicant to contact.

Process description

  1. Service requests
    An application for the transfer of a letter may be submitted remotely to any territorial division of the OCMA (by post or by electronic means). The service will have to pay PMLP fees and mail fees. The application must be accompanied by a letter addressed to the person to be sought.
    The application shall specify the exact given name, surname and personal identity number of the person to be sought or the exact birth data and the information necessary for the identification of another person in the Register of Natural Persons. Unambiguous identification of a person in the Register of Natural Persons shall be possible only on the basis of the individual personal identity code assigned to the person.

    If it is necessary to transfer an electronically signed document to the person to be searched for, it can only be completed if the official e-address is activated for the person to be searched on the portal Latvija.gov.lv. If the e-address is not activated for the person, the letter to be transmitted shall be sent to the OCMA by post.
