Document Submission
Foreigners can submit documents that are signed with a secure electronic signature and include a timestamp electronically by sending them:

to an e-address;
-
by email: uan@pmlp.gov.lv;
-
by email to the territorial division.
Please note that for legal entities, an e-address has been mandatory since January 1, 2023.

An electronic document (hereinafter referred to as an e-document) must be properly formatted, include all mandatory requisites, and be signed with a secure e-signature to have legal effect.
To ensure that electronically submitted documents are valid:

they must be signed with a secure e-signature in eDoc, PDF, or ASIC-E format;
-
copies of documents must be properly certified;
-
documents must be submitted as attached files, either signing each document separately or certifying a set of document derivatives with a single certification.
If it is not possible to sign documents electronically, they can be submitted by mail. This applies to foreigners both in Latvia (for initial or renewed residence permit applications or registration) and outside Latvia (for renewed residence permit applications or registration):

by sending them to: Čiekurkalna 1. līnija 1, k-3, LV-1026, Riga;
-
or to the address of the territorial division.
Foreigners residing outside Latvia can also submit documents at the Embassy of the Republic of Latvia abroad.
Electronic Document Formatting
For an e-document to have legal effect, it must comply with document formatting requirements and include the following mandatory requisites:

author of the document,
-
addressee,
-
date and signature (secure electronic signature with a timestamp).
E-documents can be created in the following formats:
-
plain text (TXT),
-
Open Document Format (ODF),
-
Office Open XML,
-
PDF or PDF/A,
-
JPEG, TIFF, PNG.
Creating Copies of Documents (Derivatives)
A document derivative can be certified by an organization or an individual (if legislation does not require notarization).
All electronic copies of a document are considered originals.
Creating Electronic Copies of Paper Documents:
Option 1:

Create an electronic copy of the document (PDF, PDF/A, JPEG, TIFF, PNG).

Prepare the certification text in a separate file.

Sign both files together in a single eDoc package.
Option 2:

Create a paper copy and indicate the certification on it.
-
Scan this paper copy (or otherwise create an electronic copy) and sign it with a secure electronic signature.
