The service allows a person who meets the requirements of Article 6, Paragraph 1 of the Law on Declaration of Residence to declare their place of residence in Latvia or indicate a residence address abroad free of charge, as well as to specify one additional address in Latvia or abroad. When indicating an additional address, the person may also specify the time period during which they can be reached at that address.

The e-service also allows only the cancellation of an additional address, if applicable.

If the e-service is not available, the declaration can be submitted in person at the municipality where the declared address is located, or the residence can be declared in person at any office of the OCMA. In-person declaration of residence in Latvia costs EUR 4.27.

Process description

  1. Service requests
    To start an e-service, press the link “E-service” . The service is available by authenticating with the authentication features of the designated Internet banks, a identity card (eID card) or a secure electronic signature (eParaksts, eParaksts Mobile). To authenticate with an eID digital signature, you must have an electronic signature smart card and a smart card reading machine.

    • It is possible to verify the declaration of residence by using the OCMA e-service “My Data in the Register of Natural Persons”.

    • When declaring the place of residence or indicating an additional address in person, a passport or another valid identity document (eID card) shall be presented in Latvia.

  2. Receipt of services
    E-service information shall be updated in the Register of Natural Persons at the time of execution of the service.

  3. Option to indicate one additional address
    If a person has a valid declared or indicated place of residence, they can electronically submit an application via the OCMA e-address to indicate one additional address in Latvia or abroad for themselves, their minor child, or a person under their guardianship or custody.

    • The indicated additional address is not the declared place of residence.

    • To indicate an additional address, the application can also be sent by post, with a copy of an identity document attached.
