In accordance with Section 4, Paragraph one, Clause 2, Sub-clauses "d" and "e" of the Law on the Register of Natural Persons, the Register of Natural Persons includes information about a foreigner who has a legal connection with Latvia, on the basis of which mutual rights and obligations in the field of real estate, commercial activity, health, taxes, benefits and education are formed or have been formed, or who wishes to receive a Latvian identity card (electronic identification card) in order to promote the development of economic, scientific, educational or cultural relations.
Therefore, if a foreigner has been assigned a personal identification code at the time of receiving the service in one of the mentioned institutions, the foreigner has the right to apply to the Office of Citizenship and Migration Affairs or the diplomatic and consular representation of Latvia abroad with a request to issue a foreigner's identity card (foreigner's eID).
