Clients often ask us the question: “How to register a child born abroad as the citizen of Latvia?”.

In case if at the moment of birth one of the parents is a citizen of Latvia, it is possible to register the child as a citizen of Latvia without consent of the other parent.

The will to register a child as a citizen of Latvia may be expressed:

  • By a legal representative of a child, if the child has not attained the age of 15 years;
  • If a child himself is in the age between 15 and 18 years.

In order to recognize a child born abroad, whose one or both parents are the citizens of Latvia at the time of birth, as a citizen of Latvia, it is necessary to send to the Office via mail or electronically to the e-mail pskn@pmlp.gov.lv, by attaching certified copies of the original document signed with a safe electronic signature, the following documents:

In case of uncertainties, in order to ascertain on the formulation of the personal name in Latvian, we recommend to contact the Latvian Language Agency via phone +371 67225879 or in writing to the e-mail konsultacija@valoda.lv;

  • a document confirming the birth of the child (certificate of birth or extract from the Birth Register);
  • personal identity document of a parent (-s) (when sending the documents via mail, ONLY a COPY of the personal identity document shall be sent);
  • Personal identity document of a child (if any) (when sending the documents via mail, ONLY a COPY of the personal identity document shall be sent).

It is important that when sending the documents via mail, the copies of documents shall be certified and legalized, except the copy of the personal identity document
