Asylum, Migration and Integration Fund Emergency Assistance Project No.HOME/2021/AMIF/AG/EMAS/TF1/LV/0003 “Addressing urgent accommodation and humanitarian needs resulting from an increased number of asylum seekers in Latvia”
Project objective is to increase Latvia’s capacity for asylum seeker accommodation to 250 asylum seeker accommodation places by establishing a temporary accommodation centre for asylum seekers (hereinafter – ACAS) in Alūksne municipality, Liepna parish.
Project implementation period:
from 01.03.2022. to 31.12.2023., ensuring the sustainability of the project results (i.e. the operation of the established ACAS) for at least 3 years after the end of the project.
Institutions implementing the Project:
The Ministry of the Interior (hereinafter – MoI) of the Republic of Latvia in cooperation with the Office of Citizenship and Migration Affairs (hereinafter - OCMA) and the Provision State Agency (hereinafter - PSA).
Project budget:
Total budget – 3 080 933,15 EUR
(Co-financing of the Fund – 2 772 839,84 EUR)
(Co-financing of the State budget– EUR 308 093,32 EUR)
Project activities:
- Establishment and operation of a temporary ACAS in Liepna parish, Alūksne Municipality, Latvia, by adapting and equipping the centre according to the project's objectives (activity implemented by PSA and OCMA);
- Ensuring the operation of the temporary ACAS, which includes the accommodation of asylum seekers (activity implemented by PSA and OCMA);
- Carrying out voluntary returns of Iraqi nationals and providing assistance to their reintegration in country of origin (activity implemented by MoI and International Organization for Migration).
Project results achieved till 16.03.2023:
- Adaptation of the ACAS building "Cielaviņas 1", in Liepna Parish, has been carried out, the premises have been accepted for service;
- An agreement was concluded on the performance of additional construction works, extending the term of the construction contract until 31.05.2023.;
- The purchase of necessary equipment for the building has started:
- UV bactericidal air recirculators were purchased;
- An order for the delivery of stools, clothing racks and wardrobes was placed through the Electronic procurement system;
- Procurement "Purchase and installation of video surveillance system" has been announced;
- Before the initiation of procurements several market researches have been conducted and technical specifications have been developed to ensure the equipping of the building and operation of the temporary ACAS (for example, purchase of a minibus, purchase of household appliances, purchase of dishes, bed linen etc.).
The operation of the temporary ACAS in Liepna Parish is planned to start in July 2023.
