State fee for issuing a passport:

  • within 10 working days - 44 euros;
  • within 2 working days - 70 euros.

State fee for issuing an identity card (eID card) (except for a residence permit or a foreigner's identity card):

  • within 10 working days - 25 euros;
  • within 2 working days - 40 euros.

State fee relief for issue of a personal identification document (except the residence permit) within two working days applies in the following cases:

  1. a person needs medical treatment abroad;
  2. a person needs to leave for a foreign country due to illness or death of a relative;
  3. a person under the age of 20 or a student of an educational institution under the age of 24 leaves for a foreign country on a journey organised by the educational institution or a youth organisation;
  4. a person has changed his/her surname upon contracting the marriage and has submitted documents for the issue of a personal identification document within 30 days after the contracting of the marriage;
  5. a person has submitted documents for the issue of a personal identification document within 30 days after the acquiring of the Latvian citizenship through naturalisation procedure.

(Article 9 of the Cabinet of Ministers Regulation No. 133 of 21.02.2012 “Regulation regarding the State Fee for the Issue of Personal Identification Documents”)

State fee relief for issue of a personal identification document (except the residence permit) applies to the following persons:

  1. a person who is under the age of 20 at the time of submission of documents for the issue of the passport or the identity card;
  2. a person who has reached the age stipulated in Section 11 Paragraph One of the State Pensions Act;
  3. a person with the old-age pension, who produces the pensioner’s card;
  4. a person with disability of Group I or II, who produces a document that confirms such disability.

Passport issuance:

  • within 10 working days - 20 euros;
  • within 2 working days - 40 euros.

Identity card issuance:

  • within 10 working days - 10 euros;
  • within 2 working days - 25 euros.

The state fee may be paid:

  • with payment cards (VISA, VISA Electron, Maestro, Master) at any territorial division. For payments with the payment card the bank charge is covered by the State Treasury from the state budget;
  • by a bank transfer at a credit institution or by internet bank.

If you pay by a bank transfer at a credit institution or via internet bank, please consider that the payment processing may take several days. The OCMA is not authorised to provide the requested service before the State Treasury has received the payment!

Pursuant to amendments to regulatory enactments, printouts from internet banks, bank-confirmed payment orders and other documents that may confirm the payment are not deemed a confirmation of the payment for the service. 

We recommend making the payment with the bank payment card at the OCMA division when applying for a service under the accelerated procedure (accelerated preparation of statements, preparation of passports and eID, etc.).
