If an individual wishes to obtain the status of a non-citizen of Latvia, he or she must submit documents stated in Article 3 of Cabinet of Ministers Regulation of 14 December 2004 No. 1011 “Procedure for Establishing the Status of Non-Citizen of Latvia”: 

  1. An application for granting the status of a  non-citizen, by confirming that the individual is not and has never been a citizen of any state and that the restrictions for obtaining the status of a non-citizen, as stated in Paragraph three of Section 1 of the Law On the Status of those Former U.S.S.R. Citizens who do not have the Citizenship of Latvia or that of any Other State, do not apply to him or her;
  2. Curriculum vitae;
  3. Birth certificate or an excerpt from the Birth Register (if any);
  4. A personal identification document (if any);
  5. Documents certifying the individual’s rights to obtain the status of a non-citizen (if any);
  6. A document issued by a foreign competent institution stated by the Office of Citizenship and Migration Affairs and certifying that the individual is not and has never been a citizen of the respective state, or documented confirmation that such a document could not be obtained. 

In accordance with Article 5 of Cabinet of Ministers Regulation of 14 December 2004 No. 1011 “Procedure for Establishing the Status of a Non-Citizen of Latvia”, by stating an institution as provided for in Clause 3.6 herein, the Office of Citizenship and Migration Affairs shall take into account the legal bond of an individual with a relevant state:


5.1. Where the individual was born; 
5.2. Where there is the last registered place of residence of the individual; 
5.3. Nationality of the individual’s parents or other family members; 
5.4. State a citizen (national) of which the relevant individual might be or the state where he or she might be granted citizenship (nationality).
