DEPARTURE FOR PERMANENT LIFE ABROAD

What is an emigrant?
In accordance with Section 23 of the Repatriation Law, an emigrant is a person who emigrates from Latvia for permanent residence abroad.
 
In accordance with the Convention on Protection of Human Rights and Fundamental Freedoms, every individual has the right to freely leave any country, including his or her country.
 
Therefore the Latvian state cannot restrict its nationals or foreigners to use their rights to freely exit the state, except for the cases stipulated by the aforementioned Convention, namely, determined by the law and required by democratic society for the interests of the state and public safety, in order to maintain public order, to prevent crimes, to protect health and morality or in order to protect rights and freedoms of other humans.
 
Providing a statement certifying that a person does not have any obstacles for exit from the state

In accordance with the provisions of Section 6, Clause 8 of the Repatriation Law, the Office of Citizenship and Migration Affairs shall on the basis of information provided by competent institutions, take a decision regarding whether there are no obstacles to the person emigrating from the State.
 
Taking into account the fact that the competent authorities of immigration country may request the document issued by the Latvian State, certifying that there are no obstacles to the person emigrating from the State, the Office of Citizenship and Migration Affairs is the information providing the aforementioned information.
 
Before emigration from Latvia for permanent life abroad, it would be requested to contact with the competent institution of the relevant country and to establish, whether the document, certifying that there are no obstacles to the person emigrating from the State, required and what formalities should be settled in relation to entry and staying in the relevant country.
 
In order to receive a statement issued by the Office of Citizenship and Migration Affairs, certifying that there are no obstacles for emigration from the State,  the person should turn to any territorial unit  of the Office, presenting a personal identity document, and the following shall be submitted:
Upon submitting the documents for receipt of the statement, a person who stays in Latvia on the basis of the residence permit, registration or permanent residence certificate, in accordance with the provisions of regulatory enactments, shall have annulled residence permit, registration or permanent residence certificate.
 
Statements that there are no obstacles to the person emigrating from the State shall not be issued to persons, who emigrate to Russia.

Persons, willing to emigrate for a permanent life in Russia and obtain the status of a migrant, shall turn to the Federal Migration Service of Russia and, in accordance with the agreement of the government of the Republic of Latvia and the government of the Russian Federation on regulation of migration processes and protection of migrants' rights, shall submit documents for acquisition of the status of a migrant.
 
It is possible to obtain the necessary information regarding the status of a migrant and staying in Russia at the representative office of the Federal Migration of Russia (Krišjāņa Valdemāra iela 33-27, Riga, telephone +371 67311940; e-mail: rvo.latviamigr@mvd.gov.ru).
 
Fee for receipt of the statement:
within 1 working day - 14.16 euro
within 5 working days - 7.60 euro
It is possible to receive the statement within 1 (one) working day only at Riga 1st Division of the Office of Citizenship and Migration Affairs, at Čiekurkalna 1 līnija 1, k-3, Riga.
