In 2008, there were 316687 citizen passports issued. Out of these citizen passports issued in 2008, 47% passports were received because of their invalidity for travelling, in 23% cases the passport had its validity expired, 11% received their passports for the first time, 6% - the passport had its validity expired (for children), 5% - persons had lost their previous passport, 4% persons has changed their names, 4% persons has mentioned other reasons for changing their passports.

Out of the 99815 non-citizen passports issued in 2008, 52% non-citizens as the reason for receiving a new passport mentioned that their passport was not valid for travelling, 37% - mentioned that their passports had their validity expired, 3% - had lost their previous passport, 1% received their passports for the first time, 7% mentioned other reasons.

High indicators in issuing citizen passports in the period from 1992 till 1997 are due to the former USSR internal passports being changed to Latvian citizen passports that time. The large number of passports issued in 2003 is concerned with expiry of validity of passports issued in 1992 and 1993, and that was the reason why new passports were needed.

Since 1992 when first citizen passports were issued till the end of 2008, there are approximately 3 000 000 passports issued. Since 1997 when they began to issue non-citizen passports, the Office of Citizenship and Migration Affairs has issued about 726 000 non-citizenship documents, but starting with 1999 there are 474 travelling documents for stateless persons.
