What is the procedure of appealing against a negative decision regarding a residence permit issue?

A refusal to issue a residence permit can be appealed to the Head of the Office of Citizenship and Migration Affairs by a foreigner or an inviter within 30 days counting from the day of the reception of the refusal.

A negative decision of the Head of the Office of Citizenship and Migration Affairs can be appealed at the court by

a foreigner if he/she legally resides in the Republic of Latvia;
an inviter.
