Exemptions
from the payment of the State fee for the examination of documents
necessary for the issuance of a Schengen visa (B and C category visas
and visas with a limited territorial validity)

1.
In accordance with the point II.2. of Article 2 of the Council Decision
2006/440/EC the visa application fee is not charged from visa
applicants belonging to one of the following categories:
- children up to six years of age,
- pupils,
students and graduate students, and their accompanying teachers,
travelling for the purpose of study or educational instruction,
- researchers
from third countries travelling within the Community for the purpose of
carrying out scientific research as defined in the Recommendation
2005/761/EC of the European Parliament and of the Council of 28
September 2005

2.
In accordance with the article 10 of the Regulations No 222 of the
Cabinet of Ministers from April 1, 2008, from the payment of the state
fee is exempted in following cases:
1) in accordance with international agreements binding on the Republic of Latvia;
2)
in the interests of State prestige. A decision regarding the exemption
from the payment of the State fee are taken by the Head of the Office
of Citizenship and Migration Affairs, Chief of the State Border Guard,
Director of Consular Department of the Ministry of Foreign Affairs or
the officials authorised by them;
3) for an application of a visa with a note “Diplomatic Visa” or “Service Visa”;
4) for an application of a visa if it is related to humanitarian reasons;
5)
family members of the citizens of the European Union (also the Republic
of Latvia), European Economic Area and Switzerland, who accompany or
move to the Republic of Latvia together with the family member who is
the citizens of the European Union (also the Republic of Latvia),
European Economic Area or Switzerland from another Member State of the
European Union, European Economic Area or Switzerland;
6) repatriate
who is not a Latvian citizen at the moment of the submission of
documents if he or she has departed from the Republic of Latvia by 4
May 1990, or he or she was boned abroad, or has departed from the
Republic of Latvia after 4 May 1990 and at the moment of the departure
was under age, as well as the members of his or her family, if they
enter the Republic of Latvia in the procedure prescribed by the
Repatriation Law;
7) a Latvian or a Liv, or a person at least one of
whose parents is a Latvian citizen, as well as his/her spouse and
his/her minor children.

3. In accordance with Agreements
between the European Community and the Russian Federation, Ukraine,
Moldova, Republics of Albania, Bosnia and Herzegovina, the Former
Yugoslav Republic of Macedonia, the Republic of Montenegro and Serbia on the facilitation of visa issuance from the payment of the state fees are exempt:
- categories of persons specified in the Agreements (please find the particular Agreement and read the stipulated provisions).

Exemptions from the payment of the state fee in cases of extension the length of stay (issuing the same category visa in OCMA):
- children up to sixteen years of age;
- for an application of a visa, if it is due humanitarian reasons;
- a foreigner providing assistance to public or municipal institutions of the Republic of Latvia and his/her family members;
- a foreigner staying in the Republic of Latvia for the purpose of scientific cooperation and his/her family members;
- a
trainee or a student of an accredited educational institution who
arrives to study in the Republic of Latvia in accordance with an
exchange programme;
- a teacher of an accredited educational institution and his/her family members;
- in
cases of force majeure – only the citizens of the Russian Federation,
Ukraine, Moldova, Albania, Bosnia and Herzegovina, Former Yugoslav
Republic of Macedonia, Montenegro and Serbia.

Exemptions
from the payment of the State fee for the examination of the documents
necessary for the issuance of visa of D category:
- in accordance with international agreements binding on the Republic of Latvia;
- in
the interests of State prestige. A decision regarding the exemption
from the payment of the State fee are taken by the Head of the Office
of Citizenship and Migration Affairs, Chief of the State Border Guard,
Director of Consular Department of the Ministry of Foreign Affairs or
the officials authorised by them;
- for an application of a visa with a note “Diplomatic Visa” or “Service Visa”;
- for an application of a visa if it is related to humanitarian reasons;
- family
members of the citizens of the European Union (also the Republic of
Latvia), European Economic Area and Switzerland, who accompany or move
to the Republic of Latvia together with the family member who is the
citizens of the European Union (also the Republic of Latvia), European
Economic Area or Switzerland from another Member State of the European
Union, European Economic Area or Switzerland;

The rates of the State fees for the approval of an invitations:

for an application submitted for the approval of an invitation and:
+ for each person older than 6 years of age included in an invitation application
+ for each child up to 6 years of age included in an invitation application – 1 lat; and
+ for each person included in a group invitation

Exemptions from the payment of the State fee for the approval of an invitation
- in accordance with international agreements binding on the Republic of Latvia;
- in
the interests of State prestige. The decision regarding the exemption
from the payment of the state fee is taken by the Head of the Office of
Citizenship and Migration Affairs or his authorized persons;
- for
the approval of an invitation issued by State institutions of the
Republic of Latvia, local government city or county councils (parish
councils) or court.

The State fee shall be paid prior to the submission of the relevant documents!
If
the decision is taken to refuse the approval of an invitation or the
issuance of a visa, the submitted documents are not returned and the
State fee is not repaid.
