Starting from 1 January 2026, new state fees will apply for the issuance of personal identification documents – passports and eID cards.

The state fee for issuing a passport within 10 working days will be 50 euros, while issuance within two working days will cost 75 euros. For the issuance of a personal identity card (eID card), the state fee will be 30 euros within 10 working days, and 45 euros within two working days.

State fee for issuing a passport:

  • within 10 working days - 50 euros;
  • within 2 working days - 75 euros.

State fee for issuing an identity card (eID card) (except for a residence permit or a foreigner's identity card):

  • within 10 working days - 30 euros;
  • within 2 working days - 45 euros.

State fee relief for issue of a personal identification document (except the residence permit) within two working days applies in the following cases:

  1. a person needs medical treatment abroad;
  2. a person needs to leave for a foreign country due to illness or death of a relative;
  3. a person under the age of 20 or a student of an educational institution under the age of 24 leaves for a foreign country on a journey organised by the educational institution or a youth organisation;
  4. a person has changed his/her surname upon contracting the marriage and has submitted documents for the issue of a personal identification document within 30 days after the contracting of the marriage;
  5. a person has submitted documents for the issue of a personal identification document within 30 days after the acquiring of the Latvian citizenship through naturalisation procedure.

State fee relief for issue of a personal identification document (except the residence permit) applies to the following persons:

  1. a person who is under the age of 20 at the time of submission of documents for the issue of the passport or the identity card;
  2. a person who has reached the age stipulated in Section 11 Paragraph One of the State Pensions Act;
  3. a person with the old-age pension, who produces the pensioner’s card;
  4. a person with disability of Group I or II, who produces a document that confirms such disability.

Passport issuance:

  • within 10 working days - 25 euros;
  • within 2 working days - 45 euros.

Identity card issuance:

  • within 10 working days - 15 euros;
  • within 2 working days - 30 euros.

If an identity document is issued within two working days to:

  • a person who, upon entering into marriage, has changed their surname and has submitted documents for the issuance of an identity document within 30 days after the conclusion of the marriage;

  • a person who has submitted documents for the issuance of an identity document within 30 days after acquiring Latvian citizenship through naturalization;

  • a person who requires medical treatment abroad;

  • a person who needs to travel abroad due to the illness or death of a close relative;

  • a person who has not reached the age of 20, or a student of an educational institution who has not reached the age of 24, and who is traveling abroad on a trip organized by an educational institution or a youth organization,

then the amount of the state fee shall be equal to the amount of the state fee established for the issuance of identity documents within 10 working days.

  1. When must the state fee for a passport or eID card be paid?
    The state fee must be paid when submitting an application for the issuance of a passport and/or an identity card. The state fee can be paid on site at a division of the Authority using a payment card, as well as via online banking or at a credit institution. The production of the identity document begins only after the state fee has been paid.
  2. Can an application be submitted if the state fee has not been paid?
    The application can be submitted; however, the passport or eID card will be produced only after the state fee payment has been received by the State Treasury.
  3. What should be taken into account if I pay the state fee via online banking or at a credit institution?
    The exact purpose of the payment must be indicated, and it should be taken into account that payment processing may take several days. Until the payment is credited to the State Treasury, the service cannot be provided.
  4. Can I receive the document if the state fee has not yet been credited to the State Treasury?
    No. The documents will be prepared for issuance within two or ten working days after the corresponding payment has been credited to the State Treasury.
