DOCUMENTS TO APPLY FOR A PASSPORT

In order to obtain passport, if a person has not been issued a passport before, 
the following documents must be submitted:

  • certificate of birth, if person is under the age of 15 or a person has not been issued a passport after reaching the age of 15;

(identification document issued abroad, if it is in holder’s possession;)

In order to obtain passport, if the previous one has been lost, stolen or destroyed, 
the following documents must be submitted:

  • explanatory letter about the circumstances of steal, loss or destroy of a passport;
  • written application submitted by one of child’s parents if under the age of 16.
  • decision from Police about the person’s application in case of steal;

In order to obtain passport, if a passport has became inappropriate for further usage (expiration of a passport, etc.) if holder’s name has changed, if holder’s visual appearance has changed, if passport is not valid for travel due to lack of space for new visas, or the holder wants to change the old type passport for the new passport, 
the following documents must be submitted:

  • the old passport;
  • written application submitted by one of child’s parents if under the age of 16.

If obtaining the passport is due to amendments in previous passport information or due to change of holder’s name, additional documents defined in the normative acts and proving the changes, must be submitted.

If ascertained irrelevance of information from the Population Register with information provided by the person, he/she shall submit documents defined by the normative acts and which prove the information.

Person who lives or resides abroad submits documents for obtaining a passport through Diplomatic or Consular Representative Office of the Republic of Latvia or at the department stated by the Department of Citizenship and Migration Affairs.

Passports are prepared and issued:

  • by ordinary procedure – within 10 working days;
  • by accelerated procedure (for additional charge) – within 2 working days.

The decision about issuing a passport by accelerated procedure, if the previous passport has been lost, is made by the Head of the Department of Citizenship and Migration Affairs or by duly authorised person. In other cases no special permits are necessary.
