If you are a citizen of another country with a residence permit, you must send a free-form application to any territorial department of the Citizenship and Migration Affairs Administration with a request to cancel the residence permit in connection with permanent emigration.

What is an emigrant?

In accordance with Section 23 of the Repatriation Law, an emigrant is a person who emigrates from Latvia for permanent residence abroad.

Please note that the formalities mentioned below must be completed only in the occasion that the country to which you are emigrating requires you to certify that there are no obstacles to emigrating from Latvia.

Necessary documents for receiving a statement certifying that the person has no obstacles for emigration from the State:

  • copy of personal identification document;

  • a statement issued by the State Revenue Service that the applicant does not have any tax debts;

  • entry permit of the relevant country, where he or she is departing to, if any is required;

  • a document that confirms payment of the state fee (within 5 working days - 7.60 euro, within 1 working day - 14.16 euro).

Where to submit the documents?

Documents can be submitted to the Office of Citizenship and Migration Affairs remotely:

  1. by sending by post to the Office of Citizenship and Migration Affairs to the address: Čiekurkalna 1.līnija 1, k-3, Rīga, LV-1026.

    When sending documents by post, copies of documents must be certified, except for a copy of an identity document.
    If the original documents are sent by post, they will be returned to the address indicated together with the decision taken.
  2. with a secure electronic signature, sending to e-mail pskn@pmlp.gov.lv, enclosing certified copies of the original documents signed with a secure electronic signature, except for a copy of an identity document;
  3. using the official electronic eAddrese, enclosing certified copies of the original documents signed with a secure electronic signature.

    If the documents are sent electronically, signed with a secure electronic signature, the document must be certified "copy correct", with an indication to that effect, and a copy of the document must be signed with a secure electronic signature.

Important!

Upon submitting the documents for receipt of the statement, a person who stays in Latvia on the basis of the residence permit, registration or permanent residence certificate, in accordance with the provisions of regulatory enactments, shall have annulled residence permit, registration or permanent residence certificate.

How to receive prepared statement?

The statement shall be sent to the place of residence indicated in the application of the person.

It is possible to receive the statement within 1 (one) working day only at Riga 1st Division of the Office of Citizenship and Migration Affairs, at Čiekurkalna 1 līnija 1, k-3, Riga, by calling in advance +371 6219411, +371 6219076.

Statements that there are no obstacles to the person emigrating from the State shall not be issued to persons, who emigrate to Russia.

Persons, willing to emigrate for a permanent life in Russia and obtain the status of a migrant, shall turn to the Federal Migration Service of Russia and, in accordance with the agreement of the government of the Republic of Latvia and the government of the Russian Federation on regulation of migration processes and protection of migrants' rights, shall submit documents for acquisition of the status of a migrant.
